I highly suspect that BSG reduces the spawn delay depending on the Scav queue to PMC queue ratio. This explains why maps like Shoreline seem to have a hardcoded 15 minute scav spawn delay but Streets and Lighthouse allow scavs to spawn immediately. Lighthouse especially since PMC's never run it due to the Rogues being so OP.

Shoreline is probably the worst map to scav in, as a PMC after about 20mins I feel completely safe because I know there are no players anymore. The most loot you'll get as a scav is the village or the pier, both of which are probably looted, and the distances between them are super long. Time-wise you're much better doing any other map.
